From what I know . . .
I hope setting it's tail on fire doesn't hurt! The flame is what
supports Charmander's life.
If it does need pain reliever, it's probably only a special kind of
pain reliever. You can ask your local pokemon expert (i.e. Prof. Oak)
about that.
As for the halepenos, maybe using pepper and a bunch of other spices
can get the same results.
It evolves by itself at level 16 (whatever that means).
